Bollinger Bands sit two standard deviations either side of a 20-day average, and the price spends most of its time between them. A price at the lower band with RSI under 40 has fallen further and faster than usual for that stock, and mean-reversion traders expect a move back toward the average.
In a strong decline the price can ride the lower band down for weeks.
